The Office of Community Development (OCD) seeks to develop a viable community by promoting an integrated approach that provides decent housing, a suitable living environment, and expand economic opportunities for low and moderate income persons in Yonkers. The primary means towards this end is the development of partnerships among all levels of government and the private sector, including for-profit and non-profit organizations.

2020-2024 Five-Year Consolidated Plan
Yonkers is in the process of preparing its Five-Year Consolidated Plan for submission to the U.S. Department of Housing and Urban Development (HUD). The Consolidated Plan will serve as a blueprint for the expenditures of federal funds in Yonkers from 2/1/2020 to 1/31/2025.
As part of this five-year planning process, Yonkers is required to identify the housing and community development needs for low-moderate income persons and households, as well as persons with special needs such as disabilities, substance abuse, mental illness, HIV/AIDS, the elderly, etc. Your participation in this planning process is important if the city is to develop an accurate strategy that addresses the priority needs of these groups and individuals.
