The Planning Board is comprised of seven members who are residents of Yonkers, one of whom serves as a chairperson. Planning Board Members are appointed by the Mayor, subject to approval by the City Council and serve as unpaid volunteer municipal officials. The members’ terms are staggered.

The Planning Board studies and votes on applications for site plan review, affordable housing developments, special use permits and subdivisions, as well as the associated environmental reviews. They also participate in official map changes, zone changes, as well as the adoption and changes to the zoning ordinance, zoning map and master plan. They may also issue advisory opinions on other issues.
The Planning Board meets the second Wednesday of every month at 5:30 P.M. at City Hall.
All Planning Board meetings are open to the public. The Planning Board schedules work sessions and site visits as necessary. The public can sign up to receive notices of the meeting and agendas.
The purpose of site plan review is to insure that development in Yonkers exceeds the minimum requirements of local law. Applicants are urged to take the application guidelines as a starting point and to provide as much thoughtful information as is needed to explain all facets of a project to the Planning Board. Site plan procedures and design guidelines are fully explained in Article IX of the Yonkers Zoning Ordinance.
The Planning Board application consists of the following forms:
- Planning Board Application Cover Sheet
- Department of Housing and Building Application Review [must be current]
- Owner Authorization
- Short Environmental Assessment Form [Planning Board to determine if additional environmental forms are required]
- Site Plan
- Planning Board Sign Deposit Form [including Taxpayer I.D. #]
- Fees [Board review fee and sign deposit must be two separate checks made payable to the City of Yonkers]
The applicant shall provide 15 complete packages (1 original and 14 copies) of all* items folded into a package that will fit in a 10” x 13” envelope. All material must be collated and bound together with rubber band, paper clips, etc. [*Only one copy of Planning Board Sign Deposit Form is required]. Planning Board submissions are due fifteen working days prior to the meeting. The Planning Board application form can be accessed on the city’s website or you can call the office at (914) 377-6563 Colleen Roche and an application will be mailed to you.
The site plan review requirements and standards are specifically stated in Article IX of the Zoning Ordinance which is available on the city’s website.
Requirements for Special Use Permits
Special use permits are a more directed review of certain uses. In addition to site plan review standards, a special use applicant must meet general and individual standards before the use can be approved. Special use applications require a public hearing. Special use permits must be approved by both the Planning Board and the City Council.
In addition to the requirements listed above for site plans, applicants for special use permits must: (1) serve written notice by registered or certified mail on all known property owners within a radius of two hundred 200 feet of the lot lines of the parcel of land for which the special use permit application has been filed at least ten days prior to the hearing and (2) demonstrate they comply with the individual standards and requirement for certain special uses outlined in Article VII—Special Use Permits of the Zoning Ordinance. The Planning Bureau is also required to give public notice in a paper of general circulation in the City at least five days prior to the hearing.
Requirements for Subdivision Applications
The division of a parcel of land into five (5) or more lots requires Planning Board approval. The Planning Board has approval authority for both preliminary and final subdivisions. The procedures and requirements can be found in the city's Subdivision Regulations. In addition to the plans, the applicants must file Form S-1 Statement of Intentions, Form S-2 Subdivision Application and Form S-3 Notification to Abutting Property Owners
