As set forth in the New York State Vehicle and Traffic Law §1640-e, the City of Yonkers is authorized to provide a residential parking system in the Tibbetts Brook Park area. The program is in effect from April 1st through October 31st of each year, seven days a week, from 8:00 a.m. until 9:00 p.m. Signs have been posted in the area informing the public of the parking restrictions. The area is defined as "bounded by Harrison Avenue proceeding south from Tibbetts Brook Park to Alan B. Shepard Place; Tibbetts Road proceeding southerly from Tibbetts Brook Park to Alan B. Shepard Place; Sedgewick Avenue proceeding southerly from Tibbetts Brook Park to Alan B. Shepard Place; Jervis Road between Harrison Avenue and Sedgewick Avenue and from the northern intersection of Sedgewick Avenue proceeding southerly along Jervis Road to the Alan B. Shepard Place line." § 109-128 of the City Code of the City of Yonkers set the parking permit fee at $5.00 for Yonkers residents and $10.00 for non-Yonkers residents. 20 percent of the parking spaces (50 permits) must be made available to nonresidents of the designated Tibbetts Brook Park permit area.  Nonresident permits are issued on a first come, first served basis.

To receive a residential parking permit, residents of the area and non-residents of the area who are residents of Yonkers must submit $5.00 for each permit along with a copy of the vehicle's registration and a completed Request for Residential Parking Permit form; non-residents of Yonkers must submit $10.00 for each permit along with a copy of the vehicle's registration and a completed Request for Residential Parking Permit form. You may mail the required fee and forms to the Parking Violations Bureau (PVB) at the above address or you may come in person.

The PVB is located at 87 Nepperhan Avenue 2nd Floor, adjacent to City Hall. Parking is available in the Government Center Garage. Please check the PVB General Infomation page for times and holidays. In addition, non-residents of the area permits will be accepted on a first come first served basis. If mailed, the PVB will use the official Postal mailing date; if submitted in person, the date submitted will be used. Any incomplete requests will be returned. Any request for permits from non-residents which are received once the 20% has been reached will be returned to the applicant with their fee. No permit applications will be accepted prior to March of the year for which the application is being submitted.

Please be sure to have a copy of the registration for the vehicle which will display the permit decal.  Permits will not be given to anyone without their vehicle registration. The address on the registration MUST be within the Tibbetts Brook Park Area as listed above. If you are a new resident and have not yet changed your address at the NYS DMV, bring your vehicle registration and your lease or Yonkers tax bill or similar proof of new residence. Please note: you are required by law to change your address at the NYS DMV within thirty days of moving.

All residents of the area may receive a guest permit which will be valid for the entire permit time period. Two guest permits will be given with each resident permit issued. For large functions, additional one day guest permits may be requested. When requesting additional one day guest permits be sure that you have adequate proof of residency with you. Please call ahead when requesting special one day guest permits to allow the PVB to prepare the requested amount. One day guest permits will be available at the PVB during normal operating hours. On weekends and holidays, one day guest permits will be issued by the Yonkers Police Department at the Second Precinct - call (914) 377-7452.
